From the information I have been able to gather, these official stamps were modified from their regular issue counterparts by designing and engraving a new frame around the original vignette. The frame design for the War Dept. was done by Joseph Claxton, but I have been unable to find information on who executed the engraving. As for the Navy Dept., I have been unable to locate any information on either the designer or engravers.

Could anyone provide information on who the engravers were for these stamps?

Unfortunately, no.
As the head of Continental's Design Department, Joseph Claxton designed all of the frames for all departments.
"Since we are told that Continental concentrated their entire work force on this project, surely a team of engravers would have been needed to put out this volume of work in an eight week time span"
