On July 21, 1969 Berlin issued a set of 4 stamps to commemorate the 20th Congress of the Post Office Trade Union Federation held in Berlin on July 7-11, 1969. The 20 pf value (Mi. #343) depicts an African telephone operator taking notes.

Universal suffrage is the subject of the low value 10 franc stamp (Sc. #1116) from Belgium's 1982 Europa set of two.

A pair of stamps issued in 2016 by the Republic of China (Taiwan) for PhilaTaipei 2016 World Stamp Exhibition - Designer's Day both included writing instruments.

The upper one (Sc. 4326) includes a seated figure at the left who is a painter. Behind the ear is a brush.
The lower stamp includes on the right what I think is an engraving tool for book binding arts, and there is also a compass in the left hand.

My guess is that the six-armed person is wielding a hot stamping/burnishing tool. This is something I would not dare to do without wearing leather gloves.

I figured one or more of the devices s/he/they is brandishing would leave some kind of mark. A scary multi-tasker!

A quill pen and ink are shown on this 1962 French stamp commemorating the 300th anniversary of the death of writer, mathematician, physicist, inventor, and Catholic theologian Blaise Pascal (1623-1662).

Pascal laid the foundation for probability theory, mechanical calculators, the study of fluids, and economics, among other things.

In 1971, Luxembourg issued a set of four "Medieval Miniatures" stamps. The 1.50 F stamp (Sc #495) depicts scribes.

Quill pens are shown on the 5 d and 1 s value stamps (SG #s 819 and 821) of Great Britain's April 1, 1970 set of five "Anniversaries" stamps.

King John signs the Magna Carta with a quill pen on this one shilling stamp of Gibraltar. It is the low value of a set of two "International Human Rights Year" stamps issued on August 26, 1968.

Writing instruments are depicted on two of the stamps from New Zealand's "New Zealand Day 1974" souvenir sheet. The miniature sheet includes five different 4c stamps.

On April 1, 1987 New Zealand issued a se-tenant pair of 40c "NZ Post Ltd Vesting Day" stamps. One of the stamps (SG #1421) depicts a hand writing a letter.
