According to Higgins & Gage, this is a pre-stamped envelope issued in 1922 (with English watermark, H&G no 21) or 1925 (with Arabic watermark, H&G no 21a).

Similar envelopes but with the imprint in green instead of vermilion had been issued in 1913 and 1921.
