If you are buying from overseas, you need PATIENCE!!

If you do not have PATIENCE, do not buy from overseas!!

You have 180 days to file with Paypal if you paid that way.

dutchman1948 patience is fine. Right now I'm just trying to understand why the long travel time. Mail from Latvia normally takes 7 to 10 days. Granted this was during the holidays and sent Registered but 26 days to get from Riga to New York? Also to quote eBay "A buyer can report that they didn't receive an item once the item's latest estimated delivery date has passed, and for 30 days after the latest estimated delivery date". So max 60 days per eBay's policy.

I entirely agree with you,
however, Capitals with multiple exclamation marks, translates to me, as over demonstrative and frankly, unfriendly.
It would have read so much nicer, if just in lower case.
