Need Help With This Franklin Stamp

Hi guys
Need my American stamp collectors to help me with this Franklin stamp.
Was at the stamp club last night and a gentleman approached me with
the stamp below...There was a big stamp collector up here that passed
away and his wife gave him a lot of his stamps.

Sorry about the picture, took it off my phone hoping I could get an
answer for him...I am not an American expert...Looks like a Scott 5a-6-7-8- or 9.....I think
Any help appreciated.

Yes, its a pen cancelled Scott US #9, Type IV.

wert, the dark portion of the top frame line over POS is a recut, which is what defines a Scott #9. This stamp also has the bottom frame line recut, but the recurs are generally easier to see at the top.
