In summary: something less than 6,000 were delivered promptly with the January 31 cancel, and the remaining 50,000 or so (with January 30 cancel) had to be held for a year, with all of the latter getting the delay handstamp.

FDR and Jim Farley had a hand in this. It was a way they could help Adm Byrd finance his operations. Front runner of today's Semi-postal issues.

Here's my example. Dated January 31, 1934, with a notation on the back that it was actually received one year later. I think this is the most common variety.
