India - Scott O16 Or O17A - Double Overprint ?

Hi all,
I was sifting through some old India Officials when I came across this stamp. It is watermarked with the Elephant's Head and appears to be the original engraving, no curved line around the nostril, but also appears to have a double surcharge.
My catalog only lists the re-engraved stamp with a double overprint.
Any help in identification is appreciated...

No. It is not a double-overprint.
Every overprint on the sheet of 320 composed of 4 panes of 80 (810) differs minutely with each other.

Very nice stamp.A sort of forgery of the small SERVICE overprint.
