I think you maybe correct, it is a cinderella of sorts..........

Scan on Timm's posting with name 'Mosdossy' (lower righthand corner) caused me to look at the stamps designed by this artist.
This design is not on his list!
The last stamp designed by him for Colombia was in the year 1973 for normal postage and 1974 for air-mail stamps.
The printer being De La Rue Colombia, matches this company's work done for Colombia.
The denomination of 5 centavos indicates (possibly) pre 1970 (sic).
Very intriguing.
