That raises an interesting question.
Is this a US item or a Canadian item?
The strike in Canada is the first domino to fall, then countries around the world react to it. I can see both sides to the debate, and I am not sure where I would file it myself.

Well usually most people file it according to the country stamp and/or country of cancel.
