After attempting to read the above story on the apkmetro.com website, and then browsing some of the other equally badly written stories on the same site, I suspect that they specialise in "borrowing" articles from reputable sources, by first translating them to another language and then back to English using something like Google translate, which would account for the poor quality of the English in the version of the article linked above.
For example, another article published by the WSJ starts:
Democrats charged with drawing up the
party's 2020
policy platform say they
will push for
The same article as published by apkmetro:
Democrats charged with drawing up the
occasion's 2020
coverage platform say they
may push
It is interesting that apkmetro site is completely anonymous. There is no indication of ownership and even the domain is registered anonymously, and the few stories I browsed no longer included the writer's name.
Probably best to avoid this site, to me it seems like a clear case of news piracy, I doubt that the WSJ is even aware that they exist.
