Posting this here since the Filipino Revolutionary Gov postal issues fall in the US Specialized catalog.

The catalog does not list the revenues and telegraph stamps. I have reviewed the Philippine Philatelist website http://www.philippinephilatelist.net/Welcome.html and located telegraph stamps and most of the revenues, but since Scott does not list them I wanted to see if there was another catalog that did list them.

I also have 2 that I cannot find on the site. The homemade album I pull them from listed them as 1899 Revenue Stamped Paper. Based on the writing on the back of one and the partial certificate boarder on another, they do look like they were on a document. The paper is very thick. Not quite card stock, but close. Any ideas?

I checked my Warren Update (1993)
Lehmann and Lueck
Seems unlisted in that catalogue.

For additional resources, there are also the following:

Catalogue of Southeast Asia Revenues, Barefoot, 2006.
Telegraph Stamps of the World, Barefoot, 2013.

Unfortunately I could not find the Libertad stamps shown above in either.

The libertad stamps do appear to be revenue stamped paper, so they would not be in a telegraph stamp catalog.

Found the revenue document items in the revenue guide published in AP in the 1967/1968 period. Looks like I have W336 (R-12) and W339 (R-15). Number does not match up with the RY-3 on the back of the stamp, but must have been a different catalog. Appears there was a set of 8 printed. New new challenge for my want list!

Thank you all for your help. I'll continue to search for a telegraph reference.

To elaborate more, Arnold H. Warren had a serialized article: "Fiscal Stamps of the Philippines: Handbook-Catalog, 1856 to Date" published in 10 consecutive parts in the Oct 1967 to July 1968 issues of the "American Philatelist"
