Yeah, likely just an odd forgery. Your scan is way too low of resolution to tell much more. It's all pixelated...

Its Scott C16 (10,000 on 1,000,000) it reads 1:000$000 under the overprint.
Same as vayolene's pic.
The base stamp was issued in 1913.

This is listed in Sanabria As pp1 for $5 US (in 1961) it still could be a forgery but that would probably require expertizing. -Ray
