Will Ebay Managed Payments July 15th Sign Up Deadline Block Sellers?

Today, in a closed forum an eBay rep indicated that invited sellers who have not signed up may no longer be able to submit new listings or modify running listings starting July 15, 2020. Hints were dropped before but nothing that specific until earlier this week. For those not in Managed Payments, the Payments forum now has some information:

Sellers can avoid logging into their online banking account by looking past the instructions to an obscurely located place where a bank transit number and account number can be entered. Sellers who wish to protect their bank account should think about opening a dedicated bank account. Sellers with a commercial bank account may have problems if eBay is unable to match the name on the account, the SSN, TIN or some address element. Which matching algorithm is more unforgiving - eBay best match search or the name and address validation software?
