I wouldn't know, but I read somewhere they are almost all CTO and very rarely postally used.
Not my area of collecting so I don't have too much info.

The example in the ebay sale certainly looks CTO to me.

The cancellation is White type B9h, which was only used in presentation sets and CTO material.

Hutson stated he had not heard of a genuine used example of the 10/- or 20/-.
