You have the slogan portion of a machine cancel containing advertising for the 1947 stamp show. This slogan was used at about 2 dozen places in about 70 machines. The upper example is from an International machine (matching yours), the lower example is from a Universal machine - differing in the level of detail in the eagle and the size and spacing of the wording. Most town and machine combinations are very common, and a cut-out has no value.
