What's going on with this Small Queen? Is it over inked or maybe a worn plate, or is it something else?

This is a late printing on really poor quality paper. I would think the texture of the paper contributed to ink migration on the paper causing a blurry image. It might also have a very slight kiss print as well. It is difficult to tell on this poor quality paper.
