What Is This Strange Stamp??

A friend loaned me this item. He received it in February of this year and noticed that the stamp on the envelope was one that he did not recognize. It is not tagged, but it clearly has been canceled by machine. There is no denomination or bar code. My guess is that this is not a legitimate stamp even though it served the purpose of moving the mail. Has anyone else seen something like this?

Added: The border around the "stamp" looks like very shiny silver foil. In the scan it appears to be black.

Looks like a charity label or a political sticker of some kind .My guess is the shiny silver didn't trigger a reject by the canceling machine electrical eye ,am sure the postal people would like to talk to the printer of such a label.
