There is a specific forum for precancels. Perhaps you can get better info there. I'll see if a mod can move this thread there.

In this case not much. It is a 1055-81 Bureau Precancel with a 20c CV. This is the minimum price.

Bureau Precancels are valued from 20c to $4000. with most under $1. However there are about 10 worth more than $1000. There are ~9400 different.
