It is possible. Try a couple of more photos. 1. Turn the stamp over on an orange piece of paper. 2. Show it beside a stamp that has white paper on the orange background.

try to make some more photos. in day light and original stamp look very grey-blue. difficult to get good photos

imo it is not a blue paper. it appears to be plate wash. over wet paper caused the ink to bleed.
