Can someone help me to find what's the Scott# for this stamp, if it really is a postage stamp, and if it is of any value?

A cut-out from a japanese postal stationery. Worth almost nothing,sorry.

Scott does not list foreign stationery. Any "catalog number" will have to come from another publisher/catalog.

Well, Scott lists almost no foreign stationery, anyway: Mulready envelopes from the UK are listed (but no UK stationery items after that), as well as a Swiss cantonal envelope stamp (#2LU1). The Scott US Specialized also includes stationery from Danish West Indies issued under Danish rule.

The only thing consistent about Scott's editorial policy is that it's inconsistent.
