Personally not seen before. 6 or 9. 2-4-4-2
6 ringed is London
9 is Kingston

Only barred numerals I have seen are 1 or 2 (not grids)

I believe London, Ontario. It is the killer of a duplex used from 1870 to 1874. Here is my example:
