To expand the topic slightly, the USPS has made several sets of trading cards. What I can find handy...
Here is an unfolded view of the front and back of the tri-fold "1995 Treasury of Stamp Cards" as partly shown in the original post:

(I seem to recall one other annual tri-fold in this era, but cannot find it right now, so it may not exist except in my imagination.)
From 1996, a set of pre-cut "Souvenir Stamp Saver Cards" corresponding to Scott 3105a-o, endangered wildlife issue. Photo shows wrapper, a pack of mounts in a glassine, a cover card, 15 animal cards, and an ending card. Second photo is the reverse side.
From 1998, a set of pre-cut "Stampers Savers Cards" corresponding to Scott 3238-3242. Photo shows a full pack, then the parts as the wrapper, a pack of mounts in a glassine, the cover card, the 5 cards related to the stamps, and an ending card. Second photo is the reverse side.
The Stampers Program was to encourage youth to collect, etc.
