Opinion:
2nd stamp 7 kopek, is not double print, but 2 cancellations,
1 blue, 1 black.

Sc#5 and #35

Thoughts;
I have no blue Pmks in these issues.
Perhaps a Violet Pmk from St Petersburg (geometric numeral designs = otdels) ?
Unsure if these came in blue ink.

The blue cancel could have been made when the latter arrived in a foreign destination, that's especially common when the letter had extra services, such as registered.

Perhaps we shall never know.
It looked akin to a cancel, but Billsey's suggestion is valid.

Registered articles, at least in the commonwealth countries crossed their letter with blue (and red) wax crayons.

It remains are these stamps in that date range of registration, and did the country use blue wax crayon?
