Never apply water to this stamp; it would destroy the printing. Stamp printing is on gum side. This was done as a security feature.

The stamp is Michel 21 and appears to be in great condition. The Michel catalog explains how the stamp was printed. Transparent paper was coated with a dammar resin solution. Then the same side was used to print the stamp in reverse (mirror image). Then it was gummed. When affixed to an envelope the image would appear normal.

The stamp will fall apart if put into water, as already pointed out.
