Gettinold posted he wished aide in ID'ing this stamp. So am replying to it. It's an L-16HS, which was a rubber handstamp. When the ink ran low on the stamp it produced this kind of a precancel. kind of hollowed out and lines appear to be higher than the filled in area.
I have many examples of under inking of NYC HS's. Enjoy.

Thank you for your reply and assistance. I managed to find additional copies in a mixed state on a strip of 4. Some of the stamps are perfect examples of an underinking on some letters and full ink on others within the same strip. The stamp from the original post:

In your post you mention L-16HS. What catalog are you using as a reference for types of precancels?
