Don't know if these double perfs are a thing, but this could be a genuine EFO if it was produced during the stamp production process. The partial second rows are evenly spaced stamp-to-stamp, and of the same perf gauge as the main perfs, though they are incomplete.

However, damage to a stamp like this done during production is not a useful EFO, as it is indistinguishable from damage done after the stamps were sold to the public. The crudeness of the indentations means they would be easy to make yourself.

The "extra row of perfs" is caused by the feeding pins in a dispensing mechanism in a vending machine. It is nothing rare or valuable. It is not an EFO of any sort.

Look closely and you can also see impressions of the "gripper" feed pins on the adjoining two stamps.

That would certainly explain it. Of course those machines are not supposed to put holes in the stamps, so it is an error of some sort, and it occurs before the stamp is sold to the public (a moment before as it happens).

It's silly because such damage can easily be done to any stamp at any time, in a manner indistinguishable from the natural "error".
