It's Wurttemberg, which became a part of the German Empire in 1870. This stamp is Scott design A2, and it's a 1 Kreuzer stamp in yellow-green, but I only see that color-denomination combination in either perf 10, Scott 34,(1863) or rouletted 10 (1865-68)Scott41, so possibly a perfed or rouletted stamp that has been cut down? Judging by the missing borders at top and bottom, I think that's a possibility, but I'll leave that to the German States experts

Very likely it's the rouletted one based on the 1867 cancel date.
