I am tempted to buy what I can, digitize them, and then offer them for free download. I cannot find who (if anyone) owns the rights past the early 1960s (HJMR Company). Does anyone have any info on this?

I bought another bookcase yesterday.

Like a Boy Scout - always prepared.

Would be a shame to have that empty ol' bookcase just sitting there forlorn, empty, and ignored...

Don't the Billig books encompass Robson Lowe's, which run well past the early-'60s?

The Robson Lowe Billig's were published in 1951-1952. Don't know about reprints.

I think that Lowe's volumes were 34 and 35 and later 44 and 45?

Lowe's Encyclopedias, as they relate to Billig's, are as follows:

Volume 1 Europe = Billig's 34 & 35

Volume 2 Africa = Billig's 36 & 37

Volume 3 Asia = Billig's 38, 39 & 40

Volume 4 Australia & Oceania = Billig's 41, 42 & 43

Billig's volume 44 is "Plating the Penny Black"

It may not be an issue, anymore. Not a practicing attorney (and certainly no expert in UK copyright), but written works in the UK are protected for 70 years after the author's death. It might be open season...

I'd be surprised if the Robson Lowe material is out of copyright.

So would I Cjd. He only died in 1997.

Spink have the copyright as far as I'm aware. When I rewrote volume 6 of the Encyclopedia I dealt with Spink with a view to getting it formally published, but they couldn't see the commercial value in proceeding.
