The postmark is Mus type III cds of Kulasekaram Anchal Office, located in Kulasekaram (8.3614°N 77.2927°E), now in Kanniyakumari district of Tamizhnadu state, which functioned under Padmanabhapuram Division of Tiruvitamkur Ańchal (
Ańchal means Post).
The inscriptions in the cds is in Kairali script of Malayalam language.
The name of the post office is in the 1st line.

The actual Tamizh toponym is Kulasekaram but the Malayalam version in the cds is Kulashshekharam.
I could not find the pre-reformation long "u" ligature used after the letter "ka", in my keyboard. So I had to use modern version of long "u" ligature.
Below the post office name, is the date
KAR 23 where
KAR is the abbreviation of the month of
Karkatakam in Kollavarsham calendar which was predominantly used officially in the Indian Feudatory States of Kochchi and Tiruvitamkur.

Since the 2 year digits in the 3rd line was not impressed on the stamp, it is difficult to deduce the actual date.
But as the month Karkatakam generally corresponds to mid-July to mid-August, the date must be within the first 10 days of August.
It would help to determine the year if the watermark of the stamp is known.
Prima facie the stamp appears to be Tiruvitamkur 1924 10 Kashu SG 37 on smooth machine-made wove paper.
