It is a stamp type Sage, Yvert-Tellier #90 with perfect set off (impression retro-verso)

Nice set off. Shows us how neatly the printers stacked their product. The set off is centered nearly as well as the stamp is.

Or perhaps a poorly stored stamp by a collector over the years (stamps behind one another in a glassine or stock book)?

This occurs when the sheet is gummed just before printing.The sheet with the gum not completly dried is then stacked on the printed stamps and absorbs part of the fresh ink.
