Curious About This 1941 Cover With A National Wildlife Federation Cinderella As A Cachet

I purchased this cover from an online seller for its cachet, which consists of a National Wildlife Federation cinderella, as it fits nicely in my Mustelidae topical collection.



I cannot determine any significance to the date or location in the postmark, however. It seems clearly to be a philatelic usage, but is it relevant to the stationery (FDOI, etc.) or perhaps the cinderella? Did Mr. Orr just paste it to a cover and mail it to himself? The towns are thirty miles apart, so that's not an unreasonable guess, but it seems a bit strange to me.

Any insight from the hive mind? What am I missing?

Sheldon Madison Orr was born in Missouri 4/3/1879, died in Fresno, Calif. 4/8/1946. 1910 census: laborer for an asphalt co. in San Francisco. 1920 census: "engineer" at a gasoline production plant in Rogers Okla. 1930 census: "pumper" for an oil well co., living in Fresno. Interred in Tulare Cemetery, Tulare Calif. I found no reference to him being a stamp collector or dealer in an net search.
Fresno is about 25-30 miles due north of Lemoore.

Tulare is a city in Tulare County and Lemoore a city in Kings County which adjoins Tulare to the west. You can find those counties in the map below in the center of California half way between San Francisco and Los Angeles.



The green area on the below map show the some time during the year range of the American Mink in California (formerly Mustela vison, now Neovison vison). It ends just above Tulare County and just dips into the northern most part of Kings County.
