What would be the reason for cancelling on the back? Is it considered a CTO? For such a heavy cancel it is surprising it did not bleed through to the front.

It could be for accounting purposes . Large quantity of bogus overprints existed with these air mail issues.It could be the postal authorities marked the genuine types for sale in the post offices....
