i found this on a 1849 cover, never seen like this.

anyone has any knowledge?

it is on a cover with a 61L2, 46 rays

I have a couple covers from Philadelphia and west chester with these tiny stickers on them as well. Mine are correspondences among the William Bradford family. 1847-49. There two others that I have printed similarly and probably from the same maker. BTW the Bradfords were printers originally, I think this generation owned a bookstore on Cherry street? "Hope is my solace" and "what kept you?" I have one with the dog as well but can't put my fingers on it at the moment? Must organize these covers....
