The APS newsletter just released this afternoon announced setting a standard for judging Virtural exhibits. It utilizes accretided judges following WSP criteria. For now virtural winners are not a part of the C of C competition but the APS eludes this might change in the future. I do not see that making the exhibits available post exhibition for remote viewing is required.

Standards for Approved Virtual Exhibitions
The APS Committee on Accreditation of National Exhibitions and Judging (CANEJ) has approved virtual stamp exhibitions standards. Approved virtual exhibitions will be recognized on a separate track from the WSP, and Grand Award winners will not be eligible for the annual Champion of Champions.
The APS has announced the Grand Championship Series for the virtual exhibitions' Grand Award winners.
To qualify, sponsoring organizations will need to have at least 100 frames of material, a jury of at least 3 APS-certified judges, and observe the 10-exhibit limit per judge. A sample prospectus and guidelines are available for sponsors interested in hosting a virtual competitive exhibit.
The APS encourages affiliates and other entities to sponsor Grand Championship Series events since the virtual exhibitions do not require a physical presence but can be viewed worldwide.
