General US Query. The Molly Pitcher issue Sc#626 Oops Sc # 646 1928 Is the overprint considered a "Surcharge"? Does the value of the stamp change (2c) ?

No, it's still a 2c stamp. The overprint was done in commemoration of the 150th anniversary of the Battle of Monmouth. The nickname "Molly Pitcher" (never concretely identified as Mary Ludwig Hayes, though usually attributed to her) was admired by George Washington, so to memorialize his appreciation of the woman, the stamp was overprinted with that name. |

They appear to be the normal postal cards as issued, subsequently printed in black and rouletted by the company (or a local print shop). Likely done to facilitate tearing off the bottom part to submit with subscription payment. Since the black printing and rouletting was done "aftermarket", they wouldn't be listed as a separate variety IMO. |
