No, it's still a 2c stamp. The overprint was done in commemoration of the 150th anniversary of the Battle of Monmouth. The nickname "Molly Pitcher" (never concretely identified as Mary Ludwig Hayes, though usually attributed to her) was admired by George Washington, so to memorialize his appreciation of the woman, the stamp was overprinted with that name.

Summary
The amount of gasoline you received during World War II depended on whether your job was essential to the war effort. Drivers received a windshield sticker and ration coupons for gasoline. An "A" sticker allowed the driver 3 or 4 gallons a week. This book of stamps or coupons help the driver keep track of rationed fuel.

They appear to be the normal postal cards as issued, subsequently printed in black and rouletted by the company (or a local print shop). Likely done to facilitate tearing off the bottom part to submit with subscription payment. Since the black printing and rouletting was done "aftermarket", they wouldn't be listed as a separate variety IMO.
