This 5c black "Bicentenary of Port-au-Prince" postal tax stamp (Sc #RA14) is from a set of eight such stamps of identical design and value, but of different colors, issued by Haiti on September 20, 1949. Stamp depicts three New World revolutionary leaders: George Washington (1732-1799), J.J. Dessalines (1758-1806) and Simon Bolivar (1783-1830). Dessalines became Haiti's first leader, but was assassinated in less than two years. During his tenure he had all of the French people on the island executed (3000-5000), was proclaimed Emperor for Life, and created many enemies.

From wikipedia, "Jean-Jacques Dessalines was a leader of the Haitian Revolution and the first ruler of an independent Haiti under the 1805 constitution."
