This stamp appears to be Russian, as a similar stamp (Scott 74a) appears with currency of KON instead of PEN. Does anyone know which country/catalogue reference this may be? Kind regards

The currency is usually what signals Finland rather than Russia. If you're using Scott, there's a helpful note after SC 45.

Although from 1891 to 1895 it was the 'dots' in the design, with the currency being the same as the Russian issues (kopeks and rubles).
