Ok, I got a UV light and started looking at my duplicates book. And I found all kinds of stamps where the tagging is misregistered.

These stamps are used.

My questions are:

1. What is the general value of such stamps?

2. I've seen some that look like the tagging is rubbing off. Is this likely, or is it a production error?

thanks

And sorry for the poor quality of the photo

Block tag shifts are more common on some of the block tagged stamps then others. Your 22 cent flag issue shifts are not hard to find. I have paid a slight premium of maybe 10% on a pnc strip. The shifts can go from minor in one direction to dramatic shifts where the untagged area forms a cross through center of stamp. I show many examples on stampsmarter.org tagging DB. If you have a portable light and take it to a stamp show, you can usually find many examples. Tagging errors where tagging is completely omitted command a premium that can be very high.

"I've seen some that look like the tagging is rubbing off."

This can either be wear of the tagging mat or rubbing (damage) going thru the mail equipment.
