That's relative to context and the knowledge of judges, so probably not a key concern in his case unless they would suspect he's trying to sneak in one rarity to pump up his exhibit.
To me, the virtual cut-down version reinforces that the whole does not have much of a story to tell. Now, there is a puzzle there that can be investigated. And some of you are ignoring that there is no proof from a scan that the precancels belong on this fragment or not. Actually, I think there is evidence to indicate they belong. But it's still not a cover. It's two precancels stuck on a large piece.
