Cuba Type A34 With Overprint

Having trouble figuring this one out. It is type A34 - Scott 262 but appears rouletted and with a Timbre Nacional overprint. I presume some kind of revenue, but for what use? Both stamp and hand cancel too.

In Spanish "timbre" refers to a revenue stamp.

I checked my resources on Cuba but unfortunately don't have much on the revenue use of the 1914 Mapita ("Little Map") series. They were the first stamps printed in Cuba and demonetized for postal usage in 1917 but continued to be used with the"Timbre Nacional" overprint afterward. Perhaps one of our revenue experts will be able to chime in
