Can anyone has addtional details on these booklets? I have not found much around.

Maybe some background, quantity overprinted, value, etc.

Popular in the mid-1980s. The overprints were applied by the sponsors of the stamp exhibition and sold as souvenirs. In this case it was the organizers of Springpex at Hamilton and not by Canada Post. I remember personally applying the overprint to a couple of hundred booklets for BNAPEX '86. At one time they were listed in McCann's Booklet Catalogue.
