1962 New Mexico Cover It Is Error?

I will attach here the photos. I do not know if this New Mexico cover it is considered error. Has the right date of Jan 6, 1962 for New Mexico golden anniversary but put on Arizona statehood cachet which come out on Feb 14, 1962. Any suggestion well appreciate.

You buy the cachet, but otherwise blank envelopes add your name and send them in for a stamp to be added and given a FDC. So whoever sent the cover in for a FDC used the wrong but available cachet design for a later issue. The cachet covers were available sometime before the FDC.

So, USPOD error? No. Collector error? Quite likely.

I should add that you can send in your requests for FDC after the FD date. This allows folks to create their own specialized covers for the FDC. I am not sure when that practice started, but has been in place for at least almost five decades.

Some FDC specialist will answer when the practice started of being able to request FDC for some period after the FD date.
