This R overprint (I think, or perhaps postmark) reminds me of a Revenue stamp (I.R.) in red.(R154) The font is similar. But that could be a coincidence of course.
Does anyone know what this may be?

R154 "I.R." was letter press applied. Yours looks rubber stamped. Solitary "R"s show up as cancels associated with register mail and postal station IDs for example. Additionally, most revenue usages included the need to apply a date with the "cancellation" of the revenue.

1898 T-M issue specialists and revenue specialists can, and I hope will, provide more detailed information.
