Die Cutting Anomaly (Sennett Booklet)

I have had a report of a die cutting anomaly on a Sennett booklet issue. Normal (bottom of image) horizontal gauge is 10 1/2 (reporter sees 10.6), this one (top of image) is 10.2



I was not told the exact issue, just that it is one of the following:
3454-7, (34c) Flowers
3487-90, 34c Flowers
3549B, 34c UWS (vending booklet)
3624, (37c) Flag
3636, 37c Flag
3825-8, 37c Music Makers (vending booklet)
3957-60, 37c Cookies (vending booklet)
3973, (39c) Lib & Flag (convertible booklet)
4008-12, 39c Crops (convertible booklet)

Has anyone else seen a 10.2 (or 10 1/4) on any of these?

For fun, at random I picked the Music Makers vending booklet. It appears that a couple of my Music Makers have 10.25 horizontal perfs. My complete booklet measures the normal 10.5 (or rather 10.4 by my aging eyes).
Took a quick look at the Cookies VMB but they all measure 10.5. Can't speak with any authority on the others. If you like, I can check them as well.
Added: Ignore my ramblings. Took a long careful look with a magnifier and they all measure 10.5 ... not a 10.25 or 10.4 among them. Became suspicious when the first one I looked at seemed to be a 10.25.

Could they be counterfeit? Fakers may get the image pretty close to perfect, but maybe not-so-perfect on the perfs. Just a guess. Of course, there may be a perfectly normal explanation for this, too.

While it could be a counterfeit, this was before counterfeits became the epidemic they are today.
