Hello, I believe this is Queen Wilhelmina 12 1/2 of 1899, blue. If it is so, is this stamp any worth in such state? thanks in advance.

25c in good condition, yours is "toned" so a couple of cents,
also, the blurry Pmk obscuring the Queen's visage is a detriment.

Tip: Perhaps try to put the ID as you gave, in the thread TITLE
helps us all.

Interesting (and quite true) that Rod says that this stamp is worth a couple of cents, because there's another copy in even worse shape being offered at this exact moment on eBay at the astonishing price of $950. How these people come up with these prices is beyond me.
