What determines the collectabilty and value of wartime censored covers?

Collectors always determine collectabilty. If you like it, it's worth collecting. All censored covers are worth collecting; clearly some are going to be far more common then others.

Collectible? Yes. Very.

Value? Definitely an art depending on the stamp, cancel, origin country, destination country, where it was censored, who censored it, when it was censored in relation to world events near its journey, handstamped or tape censor markings, overall condition and attractiveness, etc., etc. The value of "busy" postal history is often a combination of factors and in the eye of the beholder.

I once saw an auction catalog describing a Hindenburg crash cover as being one of the finest in existence. But is the "best" the one which is burned the least or burned the most? It depends doesn't it?

Here is a 1918 Receiving Ship Guantanamo Bay censored cover I picked up this week. I have no idea of its value.

The auxiliary 'censored' mark is new to me, I have not seen it before, no censor tape.

When this cover was post marked, Cuba has already joined the Allied forces and WWI was almost over. I do not know where the where the auxiliary 'censored' mark was applied but am assuming on the 'Receiving Ship'. I also do not know why the name of the Receiving Ship is not in teh cancel.

Rather than tattered, it exhibits the wear from the opening (for review), application and removal of the censor tape on the left edge.

On eBay for example, two very similar or almosy identical censored covers can have VASTLY difference cost depending on the seller.
