2226 2 Cent Locomotive Coil Double Transfer Or Double Impression?

The USA 2c appears to be doubled. I have not heard of any double transfers on the 2226. Could it be a double impression?

That is called "chill roller doubling". It is found very often on the Cottrell Press produced stamps, especially the Transportation Coils. These coils have lots of white space which makes the doubling easy to spot.
Chill roller doubling occurs right after the presses were started.
By the way, the stamp is not 2226, but 1897A. Scott 2226 is the re-engraved version of 1897A and was printed on the B-Press of the BEP

To further clarify - the chill roller picks up ink from one stamp that isn't completely dry and redeposits it on another stamp.
