706 Precancel Or Just Regular Cancel?

I have the following 706 Washington Bicentennial plate block. It has a "cancel" on 2 stamps only. Looks like it could be a local precancel but I am not sure.

Opinions welcomed!

Looks like a rolled box cancel and they got lazy and only cancelled the top two stamps.

This is a recognized precancel PSS-L1. CV is 50 cents. Applied in the local post office. Quality control not the best.

Thanks Chasa. The block is gummed... that is why I was thinking local precancel.

Local precancels will drive you nuts. Quality control, for sure.
