All the stamps are fake except the low value black one ,because it was so low in value there was no reason to forge it ,it was cheaper to just buy it from the post office . GEOFFHA is correct made for the tourist .

If you have the complete sheet it still has value.Tourist or no tourist ,they are still stamps.

That's called a "tourist sheet" and many of the stamps on them were made as copies (forgeries) of real stamps since tourists wouldn't know the difference, I suppose. Early Japanese stamps abound in these sorts of copies to the point that a lot of collectors just assume any early Japan stamp is most likely one of these copies. I own a few. Some are very good copies, and some collectors have a collection of the different types of copies so they're worth saving. But, no, I wouldn't pay much for them. Close-up views are needed to determine if they're real.

The International Society for Japanese Philately sells a very good booklet that details many varieties of these early forgeries as well as how to identify the real stamps -- much better than most catalogues. I don't know of an online link to this sort of information, but I'd guess there may be one, maybe even at the ISJP website? You might see if you can find something.
