Interesting question ! I recently read, that reading a postage stamp perforation began at the bottom, and progressed clockwise ? Dashed if I can find that commentary now.
Lets take Bosnia and Herzegovina 1906 for instance It has differing perforations on all 4 sides, that makes it an important clarification.
So the above stamp would be (without knowing the guage)
for the record......with tongue firmly in cheek: your stamp is neither. it has been trimmed from a perforated issue. the nicks at the top right are are a dead giveaway. the right side has also had its perforations cut off. this was usually done to fit the stamp into the available space on a document.
